The focus of this proposition paper is the education policy dialogue with the Common Core State Standards debate, examining the role of legislators, and leadership approaches utilized in shaping the adoption of CCSS policy.

Questions addressed in this study are:

  • How has politics in the State of Wisconsin (legislator and stakeholder tension) influenced the expectations for student achievement?
  • Sub-questions are: Are other types of evidence (influencers) used in the education policy process?
  • What can be learned to better understand leadership in the public policy and decision-making context?
